The captains and the persons in charge of each team are asked to review the attached Rules & Regulations and to ensure that each player and participant of the tournament are familiar with these Rules & Regulations.
1. Date, Time and Venue
Date : Saturdays, commencing on 21 st October, 2000
Time : From 2:00 pm to 5:00 / 6:00 pm
Venue : Hard-surfaced Mini-Football Field
Wah Yan College Kowloon
56 Waterloo Road, Kowloon.
2. Format
a. The League is divided into two rounds namely the ¡¥Preliminary Round¡¦ and the ¡¥Final Round¡¦.
I) Preliminary Round :
- a total of 18 teams will be divided into 3 groups.
- ¡¥Single Round Robin System¡¦ on group basis is adopted. The results will be taken into consideration when deciding ¡¥seedlings¡¦ for next year League.
- grouping has been decided by draw during the team captain meeting.

ii) Final Round :
- 8 teams with the highest points scored in the Preliminary Round will enter into the Final Round.

b. In Preliminary Round, the winner will gain 3 points, the loser gains no point. If the match ends in a draw, both teams will gain one point.
c. If two or three teams score the same points, the positions will be determined by goal difference from all matches (calculated by subtracting goals lost from goals scored). If their goal differences are equal, the team which scores more goals will be placed in a higher position. Should this also be equal, the ¡¥previous winner¡¦ wins.
d. In Final Round, if the match ends in a draw, extra time of 20 minutes divided into 2 equal halves will be played with no rest time in between. The match will end immediately once a team scores and the point system would be the same as normal playing time. The score will be counted as normal as well. If the result in extra time remains a draw, three players from each team will take alternate ¡¥9 yards¡¦ shoot-out. If they are level, the rest of the players will take part in a ¡¥sudden-death¡¦ shoot-out.

3. Rules & Regulations
a. All matches shall be played with 7 players in each team of which one must be the goalkeeper.
b. Referees are to commence the game once a minimum of 5 players from each team have arrived at the field at the designated time.
c. Any team fails to show up 10 minutes after the scheduled time or consisting of less than 5 players will be regarded as ¡¥Walkover¡¦. The opposing team will be the winner of the match and the result will be treated as ¡¥ 2 : 0 ¡¥.
d. Any team fails to turn up will be subject to a ¡¥Walkover¡¦ penalty of HK$200 per match and with more than two ¡¥Walkover¡¦ the team will be disqualified from the League. The previous results including points gained by other teams over the disqualified team and the goals scored will not be counted.
e. Substitution of players is unrestricted. Players who have been replaced will be allowed to re-enter the match.
f. Each match is divided into two equal halves of 25 minutes and with 5 minutes rest time in between.
g. ¡¥Off -side¡¦ rule will NOT apply throughout the League.
h. All players must wear team uniforms with bold numbers throughout the match.
i. The goalkeeper shall dress in colour which easily distinguishes him from the other players and the referee.
j. All players are not allowed to wear any ornaments which may be dangerous to other players.
k. All players must strictly keep clean when using the football field of Wah Yan College Kowloon.
l. All players are reminded to take care of their belongings as Wah Yan College Kowloon or Wah Yan College Kowloon Past Students¡¦ Association (referred as WYKPSA) or Wah Yan (H.K.) Past Students¡¦ Association (referred as WYHKPSA) shall not be responsible for any loss of their valuables.
m. The school only provides the venue of the tournament and WYKPSA and WYHKPSA do not guarantee its safety and suitability. All players acknowledge that they are participating the tournament at their own risks and they will be responsible for their own loss or damage to property and bodily injury including fatal injury.
n. No players shall be allowed to play for 2 teams in the League.
o. The Kowloon Miniature Football Association will be invited to render referee services.
p. All rules and regulations will be in accordance with the latest FIFA Rules and Regulations as laid down by the Kowloon Miniature Football Association unless otherwise specified.
q. In case of any incidence which are not covered or specified in this "Rules and Regulations", the Wah Yan League Organizing Committee reserves the absolute right to revise or amend any rules and regulations as required.

4. Qualifications of Players
a. There should be at least 4 members of Wah Yan College Kowloon Past Students¡¦ Association or Wah Yan (Hong Kong) Past Students¡¦ Association in a team, whereas at least three Wahyanites must be playing on the field in a match at any time.
b. All players must be registered with WYKPSA or WYHKPSA prior to commencement of the tournament.

5. Appeals, Disputes and Disciplinary Matters
a. In the event of complaint, this should be made directly to the Wah Yan League Organizing Committee by contacting its secretary, Miss Miranda Tang, by fax 2384-4950 on the following working day.
b. All complaints shall be dealt with by the Wah Yan League Organizing Committee. Any decisions including disciplinary actions made by the Committee shall be considered final.
c. Should any team show dishonesty against any player¡¦s identity, it will be subject to immediate disqualification.

6. Responsibilities of Teams
a. In case of doubt, team captains can request to check the identity of the opposing team player list before each match. Complaint of player¡¦s eligibility will NOT be entertained after the match has started.
b. Team captains of opposing teams should contact each other before the match to avoid clash of jersey colour.
c. Each team must bring at least one football of size No. 4 to the match.
d. Each team is advised to arrive 30 minutes before the match for signing Result Report Form, changing uniforms and doing some warm-up exercises.

e. On the Result Report Form, the team captains of the playing teams should fill in the names of the teams and captains, the jersey colours, the names of the playing members and their numbers in the uniforms and the results. Referee and team captains should also sign on the Result Report Form in order to verify the results.
f. Team captain of the winning team should take the responsibility of advising the match result to Wah Yan League Organizing Committee on the following working day after the match.

7. Cancellation of the Match
a. If typhoon signal No.3 or higher or a rainstorm black / red warning or a thunderstorm warning is hoisted three hours before the first match scheduled, all matches on that day will be cancelled and will be re-scheduled.
b. Match will be played under rainy condition unless decided by the referee during the game.

8. Type of Football
Size No. 4 football will be used.
9. Prizes
The Champion of the League will be awarded the Wah Yan Cup (to keep for one year until the next prize presentation day), medals for each player, whereas the first and second runners-up will be awarded medals only.
Top Scorer Award
This is to be awarded to the individual player who has scored the highest number of goals throughout the tournament.
